[The strong point of this set is versatility, with attacks that do Smashing, Lethal, Fire, Cold or even Toxic damage types. A side-feature of this powerset would be that some of the powers have different animations if used underwater!]

1) Disorientation - creates a cloud of freezing icy vapors that suddenly transform into scalding steam around the target area, doing light Cold *and* Fire damage and providing a short-term Accuracy and Defense Debuff. Can affect multiple foes in close proximity to the attacked target. The animation shows a blue-white mist rising up from an icy-patch on the ground, and then flashing into fire briefly.

[If used underwater, it instead summons a swarm of carnivorous fish that school around the foe, both obscuring his vision and tearing at him to identical effect, but doing Lethal damage instead of Fire damage.]

2) Water Cannon - fires a powerful high-pressure beam of seawater at a single foe, rendering him unable to act (Held) so long as the beam remains on him, inflicting Knockback and doing moderate Smashing damage-over-time. Toggle. It continues to push him away, the Knockback effect pulsing with the damage ticks, and if he leaves range, it automatically expires (so the user may find himself having to step forward to keep up, or 'pin' the target against the wall).

3) Riptide - creates a wave of water that surges forth from the user in all directions (360 degrees, including above and below if he is underwater or floating in midair), acting as a spherical version of the Storm Summoning power of Gale, doing slightly more damage, but slightly less knockback.

4) Quagmire - turns the ground below a target area soggy, slowing movement of all in the area. Remains in that area, and is fairly large.

Underwater the effect is the result of bewildering battering currents, but is mechanically identical.

5) Scalding Spray - this large cloud of burning vapor both obscures vision (lowers aggro range, like Smoke, and Defense Debuff) and causes light DoT (Fire) damage to all within it. [Alternately, if it can't both do damage and lower aggro range, it will do light DoT damage and Confuse the targets into attacking each other in the clouds of obscuring steam, since they can't tell where the damage is coming from...]

6) Frigid Spray - this cone of frozen mist slows Attack Speed and Move of all in the area and does Moderate (Cold-based) damage.

7) Drown - while this power is maintained, foes in the target area cannot catch their breath as the ambient humidity rises to the point that the air becomes too ‘moist’ to breath and take heavy DoT damage, are Slowed, and have a strong chance of being Disoriented for a few seconds each time the damage ticks (only the use the 'choking' animation from Char instead of the staggering around Disorient animation). The power can be interrupted, and it costs a lot of Endurance the entire time it is maintained. It affects targets capable of Water Breathing identically. Toggle.

8) Corrosive Blast - this single target blast of corrosive seawater does Moderate damage and includes a Toxic DoT effect, as the acid continues to burn the target, as well as imposing a fairly long-lasting -Res effect as the acid eats through the targets armor / protections.

9) Aqueous Assault - above ground, a massive quantity of water seems to fall from the sky, doing moderate damage, immobilizing the single foe during the short time that it falls and then leaving him disoriented and suffering minor DoT damage for an additional short time.

If used underwater, instead a giant shark suddenly swims out of nowhere, grab the target in its mouth, shake him violently to and fro for the immobilization duration and then swim off, leaving him battered, bleeding (DoT damage) and disoriented for the remaining duration. In either case, the damage is Lethal.

[Replace with agonizing Dehydration attack for above-ground use?]

[Optional pet, to replace Aqueous Assault, a whirlpool / waterspout that follows the caster around, and like Tornado, aggros on anything nearby, striking them for minimal damage, but throwing them around, and having a chance of disorienting them (Knockback, Mag 1 Stun?). More of a Crowd Control pet than a damaging one, like the Gravity Control pet. Might choose to hang out with one nearby creature, particularly if only one is in aggro range, and keep it Held and DoT damaging it to the exclusion of any other activity, unless the Controller moves away.]
