Sato can turn into either a frozen man of solid ice with
a chilling grasp, a rushing wave of water that can sweep a man off his feet
or a 9 hex radius cloud of scalding steam.
As he increases in power, the intensity of his cold, his knockback and his scalding steam will increase (as his ‘generic attack’ power costs 28 CP / level, it won’t be going up fast!). He will also develop the ability to Regenerate, so long as he is in contact with water, in any of his altered forms. His Super-Running will act as Super-Swimming as well in water, as long as he is in his Body of Water form, and he may gain additional levels of Super-Swimming, usable in that form.
