I loved Time of Crisis, but I didn't want to use Earth-Ape. Instead I worked up a world where dinosaurs never died out, eventually shrinking and 'anthropomorphizing' to roughly humanoid forms, and established a steam-punk sort of 'modern world.'
The party would appear in the UBS, United Broods of Atlantis (the continent being named Atlantis, because it was across the Atlantic Ocean), and the thirteen saurian species that ended up fleeing the racial and sectarian strife of their version of Africa settled in 'South Atlantis' and slowly explanding north, to settle 'North Atlantis' as well, establishing a democratic land where dactyl and raptor and icthyan could all live together in harmony. One of the first things the party would see would be the country's flag, with four white bone claws slashing sideways across a red field, in the upper corner, a small black square box holds 13 golden circles with vertical slits, representing the reptilian eyes of the 13 founding Broods).
